Loic wrote these tests for htdig to run through a modular Apache. If your
version of Apache doesn't load modules, these tests will fail. If you want
them to be ignored, I think the flag is --without-apache. I plan on
writing a test for file:// URLs, but obviously you want a webserver for
HTTP tests.

I'll let you know in a day or two if I'll need that. It's a busy week and
I'm seriously reconsidering that freeze deadline. :-(
