Why's that? Let say I have a server www.foo.bar.com. I can use any 
cookies set for my domain or even my subdomain. So that means I need 
to do a lookup for cookies set by:

bar.com
foo.bar.com
www.foo.bar.com

So that's three hashtable lookups. Not too bad. Each one, presumably 
returns a list of the cookies for that domain, which will usually be 
short enough we can just iterate on it.
