One rare, but possible problem, is when a server genuinely stalls--it keeps
the connection up, but doesn't really send anything (maybe bytes/hr). I've
seen this happen, but I don't know a good solution.

If people can give us some reproducible test cases for stalls, it would
help us clean up the connection code.
