There should be no html files there. The directory needs to be set up
to allow execution of files (assuming you use Apache: see
www.apache.org and /etc/httpd/conf/*). Usually, the files allow read
and execute (755). You also usually have a scriptAlias pointing from
/cgi-bin/ to e.g. /home/httpd/cgi-bin/.
