Not completely. It only means that there is something called
"fr_FR.ISO8859-1" defined in the database, but it does not imply
that the definition is complete, i.e. there might be something
missing which is required by Ht://Dig, like LC_CTYPE or LC_TIME.
E.g. there might be "fr" and "fr_FR" defined for a system, but only
one of them contains all of the definitions.
