Probably the most frequently reported bug in 3.1.3. It has its own entry
in the FAQ. Upgrade to 3.1.4 (the better option), or apply the patch at
ftp://sol.ccsf.cc.ca.us/htdig-patches/3.1.3/HTML.cc.0
