According to Michael Pfennich:

Not quite. In 3.2, there is a use_doc_date option, that causes htdig to
use the "date" meta tag as the document's modification date/time, but
it doesn't look for any other meta tags carrying dates. Of course, it
would be a simple patch to htdig/HTML.cc to add other tags. It currently
expects dates in ISO-8601 format (YYYY-MM-DD), which is apparently what
the Dublin Core standard is for the date meta tag, but that too could
quite easily be expanded in htdig/Retriever.cc's got_time() function.

Adding these capabilities to the 3.1.5 release would take a fair bit more
effort, so if you want to try the bleeding edge, and don't mind hacking the
code a bit, just wait a little longer and 3.2.0b2 should be released.
