According to Terry & Kathy Rowell:

The problem is the "config=" part of the URL used, which sets the
configuration file name to an empty string, causing htsearch to look
for a non-existant configuration file.  You should either strip out the
"config=&" from the start of the query string (after the "?"), to use
the default configuration file, or give the name of a valid configuration
file explicitly.

If the URL above for the search used was a link you clicked on on some
web page, you should report the error to the maintainer of the page.
This isn't a bug in the htsearch program, but it could be caused by a
misconfigured search form on the rootsweb.com web site, or elsewhere,
which links to the rootsweb.com htsearch utility.
