Yes and no. You can specify a config file (including directory) for most
programs. But htsearch requires the compiled-in DEFAULT_CONFIG_DIR for
security reasons (otherwise people could use "/etc/passwd" or something
weird).

But you don't have to "reinstall everything." Just recompile and install
the new htsearch and specify the config file for the rest.
