Is it possible that you are running your development server in single process mode (with the -X switch for apache) and you have keepalive support on? In this case your browser might be trying to open up multiple connections to the server and the requests are getting queued up. Your browser should be reusing the same connection that was used to get the HTML file, but it is possible that css or javascript files are downloaded using new connections.
