I've used both template systems in real world projects. If you need more logic than simple IF/THEN/UNLESS in your templates, I'd say use Template Toolkit. TT allows you to do all kinds of cool things in your templates, saving work for the programmer (personal experience!). But this can also be a curse if you are not disciplined, leading to spaghetti code & mingling of content w/ presentation.

H::T is great if your template folks are unsavvy in regards to programming or you want a very strict separation of content & presentation. It forces most of the work do be done in the code, not the template.

It really depends on personal preferences & the skill level of the template coders. My personal preference is TT, but I'm currently using HT at work. Both allow me to get my job done, which in the end is all I care about.

There are lots of programmers out there who will be more than happy to take the project w/o being religious about the template system. Myself included. As for mod_perl, if you've never used it before the speedup can & will blow your mind over CGI. Of course there are curses with every blessing, but I don't think mod_perl has ever been labeled as a curse. :-) Could you go into more detail about what bothers you about mod_perl?

I personnally don't care, except he wants to also use Mod Perl with sloppy code, and throw risks against the site I manage, when loading various DB modules. Could go on, but life way too short for it.
