"<!DOCTYPE" followed by a space, followed by "\"{publicId}\"" if there
is a publicId, followed by a space, followed by "\"{systemId}\"" if
there's a systemId, followed by ">" would be my suggested format. We
could follow it by "(quirks|almostquirks|standards)" if desired. Might
be useful.
