Server and client must always agree on a common character encoding. Arguably this has been "defined" in later RFCs as UTF-8. But this definition is useless in the general case. If I have no information about the internal workings of an HTTP server, I have no way to find out which encoding it expects. Our docs are really not so clear and actually a bit wrong.
