I have written a shell (awk?) script that does this.  But something
builtin to hugin would be better.

There is another bug in the system about this same issue. If you find it
please mark as duplicate.

  Control point scaling

Status in Hugin - Panorama Tools GUI:

Bug description:
  I regularly assemble panos based on low res jpg images in order to determine 
their suitability for further high resolution assembly. I can easily manually 
substitute the high res images in the project file but what I would really 
appreciate is a utility that could scale and rewrite the control points based 
on the new absolute size of the replacement images. This would mean that only a 
simple optimization would be required to re-establish the panorama rather than 
having to re-establish all control points for the new image set.
