Your exact problem as demonstrated by your
transcript is not reproducible on my machine.
However, `make dist' fails for me, too when
called right after a `make clean'.  OTOH, `make
dist' always succeeds after a `make all' or just
`make'.

It seems as if the order in which the
sub-directories are built is different and wrong
with the `dist' target, whereas it works
correctly and in particular as advertised in the
Automake documentation
        
https://www.gnu.org/software/automake/manual/automake.html#Subdirectories
when using targets like e.g. `all'.

    $ automake --version
    automake (GNU automake) 1.14.1

    $ autoconf --version
    autoconf (GNU Autoconf) 2.69

  I'm trying to make a tarball from the default branch so I can update
  the fedora package but `make dist` fails:
