Thank you for the quick report. So the problem does not seem to be in the Enblend binary, nor in Nona. It is likely in the glue between them.
What version of gnumake is in your Hugin package? cd into c:\program files\hugin (or equivalent). maybe also inside it into bin (I do not recall the layout of Hugin's windows install). issue the command `make --version` (no quotes). the most recent version is 3.82.
