Actually, there is exactly the function you want. In the Control Points tab, pick your two photos and press the 'g' key, this will create points between the two photos using the current transform as a guide.

When I've got things lined up reasonably, I would like to be able to say: Get me a controlpoint HERE. i.e. I click on the left image, and using the current transformations, it automatically creates a controlpoint with distance 0 with the right image (in the controlpoint editor).
