tiffcp.  I don't think multiple layers were in the original TIFF 
spec, tiffcp creates a multiple 'page' TIFF which the Gimp is happy 
to open as multiple layers.

Some screenshots showing what this multilayer output looks like in 
the Gimp, the first is a 'normal' panorama and the second is an 
'exposure blended' panorama:

They both have the usual hugin output as the bottom layer, so you 
can pick the bits you want from the layers above.
