I don't think there is any alternative to the SDK for developing 
Hugin on Windows.

The alternative of cross-compiling with mingw is very attractive for 
creating binaries for Windows installers - You get a traceable 
provenance for all components.  Potentially it would also be 
possible to create a fully automatic nightly build for download, 
with the fedora mingw tools compilation is done in a Linux chroot so 
it would be very difficult to break the build-server.
