No, that's not normal. With small sets it can, but not with a set of 22
pictures  of 5000x3000 like you mentioned in your first post.
Two things to check:
Hugin->Preferences->General-> Number of CPUs:  >1 ?
Hugin->Preferences->Stitching->Number of threads: 0 for automatic
detection, or  >=1 for manual setting (and of course 1 is not useful)
