I've got auto fine-tune enabled but it doesn't always seem to work. Here are some screenshots of me creating two control points:
https://imgur.com/a/iw4THSf The first is immediately after creating a control point (deliberately being a little inaccurate). Both panels are the same image so a perfect match should be easy to find, but as you can it's not aligned until I click "Fine-tune" myself Only after manually clicking "Fine-tune" (second screenshot) do the control points align perfectly. The second control point had the same problem (images 3 and 4). The third control point fine-tuned itself successfully. I've reinstalled and reset all preferences to default.
