OS: Win98
Install method: Installation program

I installed Hugs once before, worked fine. Had to install Windows again and
the
 somewhere along the way Hugs disappeared from the startup menu and refused
to
 start. I uninstalled and installed again, without prevail, several times.
 Whatsup?

Here's what happens:

Hugs mode: Restart with command line option +98 for Haskell 98 mode
