Hugs98-Sep1999: missing src/unix/configure

configure.in is present, so if autoconf is installed there isn't much
of a problem, but the Install speaks only about running configure not
about autoconf.

Suggested fix:
cd src/unix
autoconf
cd ../../..
tar cf - hugs98 | gzip -c >Hugs98-Sep1999.tar.gz
