Observe

Hallo!

With Hugs98Feb2001 comes a module Observe.lhs (in lib/exts). Is there any 
documentation available?
(I looked into the library documentation 
http://www.cse.ogi.edu/PacSoft/projects/Hugs/pages/hugsman/libs.html but 
couldn't find any.
