Poor Council ! [A City one , at that] - with a budget of millions, they are helpless. Be strong and have confidence in the power of a few thousand to get there, eventually. At least you got a response, that's a start- and they can't just continue to ignore you. Write to the papers, if you feel strong enough to make a noise! You may find more support locally than you realise...
