I finally figured out why were weren't getting commit emails: GitHub updated 
the IP blocks where webhook API calls could (would) be delivered from.  This 
caused our web hooks to fail the IP address block verification (i.e., make sure 
it's really GitHub who is sending us this API call), and therefore the incoming 
webhook calls were discarded.

I have updated our IP blocks to match GitHub's new configuration and just 
tested it by re-delivering the last OMPI commit webhook (a commit from Mark 
Allen).

All appears to be well now.
