MIDI filter bug?

I can't seem to prevent the RM1x from sending program changes to 
my FS1R when I switch sections."Program Change","Control 
Change" and "Exclusive" are all unchecked in the "Out" column,
but the only solution was to disable them in the FS1R.
   Has anyone else encountered this when running with external 
modules?
(ver 1.12 OS,BTW)
