For tracks assigned to external gear, I usually do both - set "TO TG" to
off, and voice to "--------".
Btw, there's a very quick way to do the latter - just press "Voice", then
"+" and "-" (when the cursor is over
"Bank" parameter, and reads "Phrase", this turns it to "---").

Besides, RM1X can filter incoming program change messages. Hit "Setup" three
times, clear
the corresponding check mark, and you're set.
