I beleive Split Phrase is the way to go - if you want to chop off the end of
a phrase,
choose OFF as the destination. If you know any other way, please let me
know.
Removing measures at the beginning is trickier - I wish it was possible to
"split"
a phrase into itself, but it doesn't seem to work.

As for extending the phrase, you could append it to itself, and then erase
the second half
if you need to. Could have been easier as well, IMHO.
