Yes, it does.

There is SDG bootloader (source available), that replaces 2nd stage bootloader
of WinCE. It is capable of booting Linux kernel and initrd images from ROM
and/or CF card with VFAT filesystem. It does not support booting WinCE (it
has a "boot wince" command, which crashes). SDG bootloader has integrated
reflash utility, which can flash kernel, home and root images from CF into
the internal flash without PC.

Yes, you can. It is the most common installation method. The only thing, that
you cannot replace is the 1st stage bootloader, but unlike in h2200, it
doesn't show "Windows Start" logo during boot.

http://sdgsystems.com/pub/ipaq/hx4700/src/bootldr-1.2.3.tar.gz
http://mail.kmeaw.com/romfile.bz2 - modified version (boot vfat)

Kernel can be booted from:
1) HaRET from WinCE
2) Internal Flash from SDG bootldr
3) CF card from modified SDG bootldr (boot vfat)
Rootfs can be in/on:
1) Internal Flash
2) CF card
3) SD/MMC card
If you flash SDG bootldr on your hx4700, Internal flash will be split into
following partitions:
1) 1st stage bootloader
2) 2nd stage bootloader (SDG bootldr)
3) kernel image
4) (possibly) initrd image
5) rootfs image
6) homefs image
AFAIR, it is impossible to merge 5 and 6, because they are situated on
seperate chips.
It is possible, just change the partition table in
drivers/mtd/maps/hx4700-flash.c.
