OK, I tested the fix like this:

[JACK MIDI GENERATOR] ---> JACK/ALSA MIDI BRIDGE (-Xseq) ---> Hydrogen

Pulses are recorded two periods (not buffers... periods) after they happened. 
With 512 frams/period and a 44kHz sample rate... that's 23 ms.  Not great, but 
probably as good as it gets with our current transport.  I'm calling this bug 
"done."

As an aside... the beat seems to drift.  I'm at 44,100 frames/sec... and 
spitting out pulses every 22,050 frames... and hydrogen is set at 120 bpm. 
After about 2 measures, the pulses land exactly on the beat.  After 2 or 3 more 
the pulses preceed the beat by about 2 periods.
