Well, part of the problem is that 0.9.4 has a broken transport. It
doesn't work right. It doesn't follow jack correctly, nor does it master
jack correctly. Internally, things are very fragile.
If we skip it, then 0.9.5 will ship with another broken transport. I'm
not OK with that. :-)
FYI, I've been working on the "less invasive" transport, I just haven't
committed anything to SVN, yet. Things are going well.
