following is a short summary of the situation.� If you do not have

SITUATION IN MALUKU

The provinces of Maluku and North Maluku in Indonesia have been the scene
of ongoing violence and destruction since January 1999.� In the past 18
months, between 3,000 and 4,000 people have been killed, and over half a
million people have been displaced [Human Rights Watch figures].�
AHRC has received daily eyewitness accounts of the bloodshed, which
include machete and bomb attacks on aged people sheltering in churches,
burning of houses with families still living in them, sniper fire
continuing throughout the city of Ambon for weeks on end, and the
university being burnt down.� Over 100 people were slaughtered in a
single day in the village of Duma, with a further 500 people being
drowned while trying to escape to a neighbouring island.

Fighting has occurred along religious lines, and has been inflamed
further by the arrival in Maluku of a 2,000 strong Muslim force known as
the Laskar Jihad, intent on carrying out a Holy War against the local
Christians.� Christian gangs have also participated in anti-Muslim
violence, and the Indonesian security forces have been taking sides and
supplying arms to fuel the bloodshed further, instead of carrying out
their orders to disarm civilians and stop the fighting.� Civilian
fighters are now armed with rifles, automatic weapons, mortars, grenades
and even tanks.

It seems that the 'religious' violence is being orchestrated by powerful
Indonesian figures who stand to gain politically from the destabilisation
of Indonesia.� While this cannot be proven at this stage, many analysts
agree that those responsible for escalating the conflict must have the
backing of wealthy and influential people, otherwise their actions would
have been stopped long ago.

The Indonesian government has declared a state of civil emergency in the
region and rotated the troops accused of taking sides.� However, just
last Friday another 22 people were killed, 60 injured and hundreds of
buildings burnt in a well-planned attack on the mainly Christian village
of Waai, leading the Governor of Maluku to comment "the reality in
the field is that the clashes have continued, even with the civil
emergency".� The violence shows no sign of abating and there are
many signs that it will get much worse.� Meanwhile, aid agencies have had
to abandon the region, with no humanitarian corridors to allow them to
bring food, water or medical supplies to the thousands of internal
refugees.

The international community has a responsibility to intervene in this
situation, by offering many different forms of assistance to the
Indonesian government.� The Joint Human Rights Statement outlines the
actions that the United Nations (UN), the Association of South East Asian
Nations (ASEAN), the Indonesian government and the Indonesian National
Human Rights Commission could reasonably be asked to take to stop the
escalating violence and social chaos that has gripped the Moluccan
Islands.
