Fedora has many legacy locales :
uname -a

i386 GNU/Linux
[root at sid2 ~]# locale -a|grep iso88595
mk_MK.iso88595
ru_RU.iso88595
sr_CS.iso88595

but you're right they can't be accessed through the login screen

if you mean removing completely from the system when you say "EOF'ing 
legacy locales" then I don't think it's a foregone conclusion that will 
happen (at least not any time soon)
