I think it is OK because mergeIso2022() is called after parseOptions()
where I added initIso2022().  I think mergeIso2022() is responsible
for setting up inputState.  Am I right?

I fully agree with your description of -encoding.  I think we should
also need the following patch for users to know valid encoding names
for -encoding option (though I don't know it is a natural English
expression; the first "and" connects "charsets" and "encodings" while
the second "and" connects "List ... encodings" and "quit").
