[I18n] Problem with CapsLock in french keyboard

Hello,

I submit a problem which has perhaps already been discussed :
I would like to modify the french keyboard settings in the
following way :
- when in CapsLock, the keys in the upper row (1, 2, 3, etc)
  should send numbers instead of ampersand, eacute, ", etc
- still in CapsLock, by pressing the Shift key, the same keys
  should give ampersand, eacute, ", etc, while the alphabetic
  keys should send the lowercase letters
- pressing Shift should not cancel the CapsLock

XFree version is 3.3.6 or 4.0.x

Nothing else should change, in particular the numeric keypad.

Any idea ?
