[I18n] en_IE.ISO8859-15 locale does not work for me

I could not get the text to display when the locale was
set to en_IE.ISO8859-15 (we want the euro symbol).

Have built XFree86 4.4.0 with debug and step thru a lot of
the code I concluded that this patch is required to fix the
locale:
