yes i also fully agree with Sergey. What definition Markus gave us about keymaps is of old times. And these definition may change to facilitate the goals without changing the concepts.
There may never exist a hardware keyboard for Urdu, because mostly english hardware version is used there as also in other countries. So responsibles are active in research for standards (crulp.org is the authority i mentioned earlier), and a common user will not wait how long it will take that a company produces one. There are many linux projects related with Urdu waiting for such standards.
Regarding the progress of internationalization there should not be any requirement for real photographs. You cant make many countries dependant on companies to accomplish their normal day tasks and limit their use of computers.

I would disagree with you, Mark. There can countries/languages/layouts which were never implemented in hardware - and still it makes sense to have corresponding layouts (or at least variants). I would not bound the word "keymap" to the politics of the keyboard vendors (some countries can just be too small/insiginficant for them, some languages considered as secondary etc). For example, I never seen any keyboard with the Irish layout - but still think this layout can exist, even if there was no physical keyboard. Similar, I am not sure there was some keyboard with the Russian phonetic layout - but AFAIK, the number of people using it is large enough to include it.

I think it really is. The only thing is that maintainers should be careful and picky about inclusion of the multiple related keymaps.
