That's a bit like saying:  "Why do people have to choose different
colour cars, can't they all just use unpainted ones?".  I think more
the point here is that the standard has laid down one way of setting
these hints, and that the implication isn't necessary to enforce
override-redirect---it's just that that's how most WMs will treat this
property, because that's usually how WMs deal with windows they're
never supposed to manage.

At this point, it's easier for me to write the code than it is
continue the conversation.  :)
