 Pertamina chief makes Cepu threat

 The chief executive of Pertamina, Indonesia's state oil company, has
 threatened to begin drilling alone at a US$2bn oilfield that is the
 subject of a long-running dispute with ExxonMobil, the US energy group.
 However, a government spokesman said a move by Pertamina to drill the Cepu
 oil block alone would violate a contract signed earlier this year.


 Jakarta in September signed a 30-year production contract with Exxon and
 Pertamina to develop the Cepu block in central Java in what was seen as a
 breakthrough to a four-year-old dispute. But talks between Pertamina and
 Exxon over operatorship of Cepu have been deadlocked, causing little
 progress on the field's development.


 The fate of Cepu has become a key test of the government of President
 Susilo Bambang Yudhoyono and its relationship with foreign investors.
 Cepu's estimated peak production of 170,000 barrels a day ? just under 20
 per cent of current production ? is also seen as key to Indonesia
 regaining its status as a net exporter of crude oil.


 The government said this week it was preparing to intervene in the
 dispute. But Widya Purnama, Pertamina's chief executive and a vocal
 opponent of a deal with ExxonMobil, said yesterday that the state oil
 company was readying its own response. If the stalemate endured, he said,
 Pertamina would submit a development plan to regulators next month to
 begin drilling 30 wells in the Cepu block by itself as early as January.


 Pertamina later said the idea was only a "contingency plan" rather than
 one that the state oil company was pursuing actively. But Rizal
 Mallarangeng, the government's lead spokesman on Cepu, said any move by
 Pertamina to try to develop the block alone would violate its contract
 with the government and ExxonMobil.


 "There is no way [Pertamina could drill alone]. It's a joint operation.
 It's between Pertamina and ExxonMobil," he said. "This deal is based on
 joint operatorship. Any major decision on drilling or anything has been
 taken together." ExxonMobil refused to comment on Mr Purnama's comments.
