Pak Awang, sepertinya kita ini "keteteran" (kesulitan) dalam soal pengawasan. selain jumlah tenaga, juga mungkin memang sistemnya memerlukan pengawasan terlalu banyak. Sepertinya pengawasan yang dituntut dalam sistem PSC kita diluar kemampuan. Bukan karena kemampuan tehnis BPMIGAS looh, tetapi juga buanyaknya kepentingan yang menganggu jalannya sistem pengawasan. Apakah mungkin sistem PSC kita diubah sedemikian rupa sehingga sistem pengawasannya dipersempit. Atau diciptakan sistem pengawasan otomatis (auto correction).
Auto correction ? Misalnya nih, apabila cost yang dipakai dalam mengajukan CR melebihi angka tertentu maka splitnya berubah dengan sendirinya. Ini misalnya saja looh. Jadi dengan demikian si kontraktor akan dengan sendirinya mengontrol sistem costnya ... tanpa diawasi, karena aturannya memiliki auto correction dalam mengoptimasinya. Pemanfaatan threshold utk menciptakan auto correction (optimisation) Misalnya dengan pembatasan ROI (supaya tidak ada kesan keuntungan perusahaan berlebihan) ROI = 15-20, maka split utk kontraktor 100% dari yang disepakati ROI = 20-25, maka split untuk kontraktor 80% dari yang disepakati ROI = 25-30, maka split untuk kontraktor 60% dari yang disepakati (angka threshold ini bisa berapa aja tergantung studi keekonomian). Yang selama ini ada adalah threshold harga minyak. cukup bagus sih, tetapi harga minyak itu terlalu jauh diluar kontrol perusahaan maupun pemerintah. Bisa juga menggunakan THV = Threshold Volume (30MMSTB or 0.75 TSCF), ini misalnya untuk daerah mature dengan resource kecil-kecil (marginal field). Kalau volumenya kecil maka splitnya sekian, Misal: OIP <50 MMBOE splitnya 80 : 20 OIP 50-75 MMBOE splitnya 85 : 15 OIP 75-100 MMBOE splitnya 90 : 10 dst Sehingga dengan threshold inilah BPMIGAS dan kontraktor akan "berantem" disisi teknisnya. Jadi dengan menggunakan threshold ini akan menciptakan auto correction untuk menuju titik efisiensi terbaik.
