Key issues and updates that were shared on this 29th dinner talk:
- Build-Own-Operate-Transfer (BOOT) new Scheme Model
- Independent Power Producer (IPP)
- PLN equal risk sharing, particularly in Commercial
- Take or Pay commitment between IPP and PLN with penalty to the party that can
not meet the contract
- Power Generation from Wellhead is direct appointment if the gas prices is
less than 8% ICP/ MMBTU at plant gate, else it has to be open tender
- LNG and Piped Gas Pricing. If gas price is above 11.5% ICP/ MMBTU, PLN can
use LNG
- LNG price is formulated based on field economics and Free on Board (FoB)
- Gas Import Policy. PLN and IPP is allowed to import LNG as long as the price
is below 11.5% ICP/ MMBTU (parity to oil) at regassification terminal (landed
price)
- PLN's power plant can get the LNG supply from multi points supplier,
previously only from one-to-one point
- Tariff Framework for Renewable Energy Power Projects: Solar PV, Wind,
Hydropower, Biomass, Biogas, Municipal Waster, Geothermal
- PLN is paying renewable energy sources price refer to the existing average
cost of generation (BPP = Biaya Pokok Produksi) on the respective local grid
