Hi, this is to share the discussions we had in our meeting Internet
Governance Conference Japan (IGCJ) on the IANA stewardship transition.
Different groups of people in our community participated, such as
network engineers, adademics/researchers, businesses. etc.
Program:
- a message from Jun Murai on why this important to be discussed
- an update presentation on the IANA stewardship transition (Akinori
Maemura)
- panel discussions with 12 panelist on the worst case simulations and
ideal way of moving forward
We hope to have more information posted in English on our website.
FYI for now, below are the list of question we received from
participants. It's a little long but gives you ideas on the level of
understanding our commmunity has on this issue.

About the Presentation on IANA stewardship transition/AoC

* Was able to understand the update on the IANA stewardship transition
but was not able to understand its relationship with Internet
Governance. Does "Internet Governance = IANA stewarshipt transition"
or is it just one of the many agenda on the Internet Governance
* The update was easy to understand but wasn't able to understand how
this change affects each of the IANA functions.
* Is there a time limit or renewal related to AoC? If there will be a
review, may I assume this is a seperate discussion topic from the IANA
stewardship transition?
* Why did NTIA make an announcement at this timing? I am interested to
know if there can be any speculation about ulterior motive of the US
government for announcing at this point in time. Is this to address
criticism to the US government such as based on the Snowden incident?
* Would have wanted to hear explanations about relations with key words
such as WCIT.
* How would the consensus developed and arrive at decision in the
transition process (All done by the Coordination Group?)
* What expections does the NTIA have (or not have) to other governments?
* What about the work by the United States government to put off the
transition?
* How are various conferences listed (by the ICANN) to discuss this
topic positioned in relations the expiration of the IANA contract
on Sep 2015?
* Difficult to understand specific issues
* Understood the NTIA announcement but wasn't able to understand what
are the issue raised by other entities. I suspect discussions won't
move unless explanation is given on what are the points which needs
discussions.
* While noting it is hard as the Internet Governance covers wide range
of areas, it was difficult to understand how this will affect the
future of the Internet from the presentation.
* What is the worst case scenario?
* Why doesn't the US government allow the transfer to other government
entities? Is it for the US national interests?

About Internet Governance in General

* I don't know if this direct related to the IANA funtions but for
international coordination to ensure tracebacks of cyber crimes, it
seems goverment entities has its role as well. Considerting such
situation, what is the reason going as far as transition to the
general public?
* While the multistakeholder model is being supported, it is becoming
visible for some countries to strengthen its control on the Internet.
Are there movements which may lead to fragmentation of the Internet?
* Supposing a new scheme will be developed, how do you ensure this will
be viable? There are movements by countries like China and Turkey to
fragment the Internet, and there was a mention about the one Internet.
Is fragmentation of the Internet within the scope of discussion?
* How can I contribute in the Internet Governance arena as an engineer?

* How does the IANA stewardship transition affect JPNIC and JPRS?
* Who are the multistakeholders in Japan?
* I understood there is a process which involves various stakeholder
communites but would like to understand how will Japan be involved
from now on.
* In relation to the transition of the IANA functions, would like to
discuss how can the Japanese community be involved and take strong
leadership initiatves, as we did at the time of Internet development.
* Understood the current status but too many issues to indentify what
can be done at the next step. In addition, got the impression that too
much focus is put on the domain name in the discussions.

Looks like a good read to have a recap for discussions.
To share the situation in Japan, JPNIC has organised two events covering
this topic so far (6/18 and yesterday 8/19).
At this stage, most people are trying to understand the basic
information on the IANA functions, NTIA's involvement, and what are the
factors which needs to be considered.
I'll share the note questions and a brief report of the first meeting
later, with English translations.

Time has flown since March, when the US Government announced its
intention to transition key Internet domain name functions to the
global multistakeholder community. The IANA Coordination Group (ICG)
is working now on the process that, from 30 September 2015, will
determine the new stewardship arrangements for IANA.
It is up to the communities with interest in IANA functions to provide
inputs to this process, which the ICG will compile into a single
transition plan. The final submission will need to be complete by
around June 2015, for NTIA to make a decision before the IANA contract
expires in September.
A draft outline of the work ahead has been discussed by the ICG, and

This timeline is yet to be formally agreed, but the fact is that we
need to work fast. Each community, including the global RIR
community, needs to decide its final proposal by around March 2015.
There is limited time and not too many opportunities available for us
to discuss and complete this work.
For the APNIC community, the next major opportunity will occur in
September during the APNIC 38 conference in Brisbane, Australia. On
Wednesday, 17 September, there will be a consultation session to
gather and discuss community views.
I do encourage you to participate in this session, in person or
remotely. But most importantly, I hope you will take part in APNIC���s
���IANAxfer��� discussion list, which has been created for this purpose.

Last week I was in Delhi where I assisted in a session entitled
���IANA stewardship transition and the Asia Pacific community��� at
the APrIGF. Participants at this session suggested the following as
important topics for discussing the IANA stewardship transition:
��� What are the specific changes we expect to see after the
transition?
��� What are the criteria that the NTIA will use to evaluate the
transition plan?
��� How feasible is it that the transition plan will meet the US
government���s conditions?
Not all of these subjects reached a conclusion during this session,
but it was a good discussion.
On the first question, I mentioned that the single change that we
expect after the transition, namely the end of the special role of the
US government in IANA stewardship, is one that we have expected since
the foundation of ICANN. This change is not unexpected, in fact we
have looked forward to this event for much of the past 15 years.
On the third question, I remarked that not all stakeholder wishes for
future IANA improvements can possibly be achieved within the
transition plan, so we must work hard to define those aspects that
really are essential to the transition. Future changes should not be
ruled out, but should wherever possible be left to the future.
