If you look in the Installation Exits book, word 5 of the parameter list points 
to a 6 word area.  The first word of this area is a flag word.  IEFUSI must
set bit 0 on in order to cause its values to be used.  Bit 1 can be turned on 
to cause the initiator to not check for region availability below the line.  I
have used this for years with no ill results.  
Bit 2 does the same for above the line, but I have never used it.

There used to be a VSMREGN sample program in IPO1.SAMPLIB. After we popped  
for OMEGAMON it's just a one button click under TOOLs.
 
Think both %TASID and Roland's stuff have similar  info.
