I have limited experience, but we do have a product that support S/FTP on the mainframe as well as Windows and Unix.
The product for the mainframe is Connect Enterprise from Sterling Commerce, Inc. The Windows/Unix product is WS_FTP Pro from IPSWITCH, Inc. We use both and they work very well. SSL or TLS definitely has to do with encryption. From a security standpoint, it is one of the best implementations of encryption methods available today.
