Yes, but no programmer in their right mind would devlop under z/OS "independent" of TSO. TSO is your everyday, all-the-time development environment for these applications, at least it is in all the shops I have known.
I suppose it is possible to do so, given that there are a few decent peecee editors and given ftp of JCL to JES and listings back from JES, but that doesn't cover source-level debugging needs or post-mortem interactive dump review to solve problems.
