and this I suppose is OK.  It is not, however, a requirement.

For performance reasons it is desirable that the number of spanned, i.e., relatively very large, logical records that QSAM has to cut ujp and paste back together because they must be distributed among several, more than two or three, successive physical blocks be minimized. Ergo, the number of logical records that are much greater in size than the BLKSIZE= value - 4 should not be excessive.

On the other hand, the point of VBS is just to permit BLKSIZE < LRECL!
