Check the current JCL manuals under override to see whether it has
changed; the OS/VS2 3.8 (MVS) level says that your PROC3,COND=(1,LT)
is equivalent to
PROC3,COND.PSTEP1=(1,LT),COND.PSTEP2=(1,LT),COND.PSTEP3=(1,LT), which
means that it should flush after RC2 or higher.
