I think that means the queuing characteristics barely improve after a few processors.
In response to the other responses to my comments I was merely pointing out that the world has probably changed (relative to whenever that original statement was made). That would allow us to even contemplate having lots of processors. As I say I defer to Poughkeepsie on the details.
