Sorry for the confusion. Branch recommended it to us as a way
utilize the IGLOOs and maintain 3590 offsite requirements. Some 
of the large shops up the road were using them and quite happy.
 
It was part of our 1997 Y2K proposal. Due to funding and FE support
it was pulled from the plan.
